Lord Kuntaford

prepared to
accept the statement
that the replacing of the Civil Governor by a military official
"would be most
favourably received
by
the inhabitants
of
"the Colony". It must
be remembered that
Hong Kong is
a commercial
great
Entrepot, and he
no reason to reopen
the question of
a civil or a
military Governor, or to depart
from the decision
taken after full
consideration that
a Civil Governor is
preferable except in
the case
of a Colony
which can be
regarded
primarily
as
a great
fortress,
however, raises

a further question of
great importance, viz.,
that
